History of the site reveals that there was significant urban development at the site starting from early 18th C. The imposing scale of the Palace of Justice and its monumental plinth disrupted the urban fabric around the site and took over the topography of the hill at the North.
The new program will occupy approximately 25% less area than the current uses within the original building. By careful re-organization and a meaningful re-grouping of contiguous functions, it is possible to vacate a portion of the building and to create a spectacular public passage through it.
